and Ethnicity Standards. As part of this agreement, EEOC should

EEOC regulations require Public
Elementary and Secondary School districts with 100 or more
employees to collect and retain in their records demographic
information about their employees, and report this information to
EEOC biennially in even-numbered years. EEOC uses this information
to enforce civil rights laws and shares it with the Office for
Civil Rights (OCR) of the Department of Education and the U. S.
Department of Justice.

While there are no changes to
the reporting requirement, the EEOC has updated its methodology for
calculating annual burden to reflect the time spent by various
persons responsible for preparing and filing the EEO–5. The EEOC’s
revised burden estimate reflects that the bulk of the work in
biennially preparing an EEO–5 report is performed by computer
support specialists, executive administrative staff, and payroll
and human resource professionals; the revised estimate also
includes time spent by school district finance professionals and
superintendents who, in a few cases, may consult briefly during the
reporting process.
