The Department of Housing and Urban
Development's Congressional Grants Division administers
congressionally mandated grants, known as earmarks. These projects
have been identitied in the annual appropriation of funds to the
Department and in the accompanying conference reports or
congressional record accompanying each appropriation. Earmarks
generally fall into tow catergories: Economic Development Special
Initiative Projects (EDI-SP) grant and Neighborhood Initiative (NI)
grants
There are fewer grants because
no new appropriations have taken place since 2010. Some grants have
closed, therefore there are a fewer number of grantees completing
paperwork. Because no other grants have been appropriated for the
congressional earmark program forms HUD 27053, and SF 424 are not
being used
