OMB Control No. 0648-0460, which
describes the Subsistence Halibut Registration Certificate (SHARC),
will be combined into this collection so that all halibut
subsistence fisheries activities are in one collection. This
subsistence collection of information consists of applications for
special permits (Community Harvest Permit, Ceremonial Permit, and
Educational Permit), application for a SHARC, and harvest logs
issued to participants in the halibut subsistence fishery, as well
as gear marking and appeals. The halibut subsistence program allows
eligible persons from Alaska Native tribes and certain rural
communities to practice the long-term customary and traditional
harvest of Pacific halibut for food in a non-commercial manner. The
specialized permits are vessel-oriented to allow eligible persons
to harvest subsistence halibut under reduced gear and harvest
restrictions. In Alaska's coastal areas, subsistence halibut
fisheries are local, non-commercial, customary, and traditional
food fisheries.
