We are writing to follow up with you about the Exploring Measurement of Performance Outcomes and Work Requirements in Programs Promoting Economic Independence (EMPOWERED) study, sponsored by the Office of the Assistant Secretary for Planning and Evaluation (ASPE). [ASPE Contact] from ASPE recently emailed you information about this study, which aims to better understand the administration of work requirements in human services programs. ASPE has contracted with Mathematica Policy Research to conduct this study.

[State] is one of three States invited to participate in this important study. A description of the study, including its objectives and activities, was included with the letter from ASPE and is attached to this email for your reference. The study has three primary activities:

  1. Review of available data and documents on program work requirements and work programs, including the Welfare Rules Database, State SNAP E&T plans, federally available participation data reports, and Federal legislation and program policy guidance

  2. Site visits with TANF, SNAP, and Public Housing staff at the State and local levels, and where applicable, with E&T providers in the summer of 2018

  3. Collection of publicly available, Federal-level administrative data on participation, costs, and outcomes of work programs and State-level administrative data, where available
