Subject: Response Requested: Request to Participate in ASPE & ONC Study on Data Integration

Dear [health care administrator/practitioner/other professional]:

The U.S. Department of Health and Human Services’ Office of the Assistant Secretary for Planning and Evaluation (ASPE) and the Office of the National Coordinator for Health IT (ONC) are conducting a study that seeks to advance knowledge of barriers and facilitators for interoperability by examining issues that are affecting providers’ integration of data from external sources to support the delivery of value-based care. [You recently received an email from [name and title of ASPE or ONC contact] introducing the study and asking for your participation.] The Urban Institute has been contracted by ASPE & ONC to conduct interviews with key informants from 5 sites across the country. Specifically, Urban staff will conduct semi-structured telephone interviews with providers, health IT staff and administrators from hospitals and their referral partners; representatives from the health information organization (HIO) or vendor network; and other key informants involved in efforts to promote data integration to support value-based care. Results will be summarized in a report to ASPE & ONC that is expected to inform future research at ASPE and ONC that may reduce barriers to data integration.

You were identified as someone who could provide information and a professional perspective about the [insert name of the site]’s work to integrate data from outside sources to support value-based care. We are writing to ask for your participation in the study, which would involve telephone interview. We estimate that the interview will last 60 minutes. We would like to record interviews for transcription purposes, but all identifying information will be removed from transcripts. All responses will be kept confidential; the names of study participants will not be shared as part of the results.

Participation in the study is voluntary. However, your participation is key to our having a better understanding of the factors that impact data integration in your community that could have broader implications for federal, state, and local practitioners.
