PART I.--GENERAL INFORMATION
Background.--On December 8, 2011, the Department of Commerce (“Commerce”) issued a
countervailing duty order and an antidumping duty order on imports of multilayered wood flooring from
China. On November 1, 2016, the Commission instituted reviews pursuant to section 751(c) of the Tariff
Act of 1930 (19 U.S.C. § 1675(c)) (the Act) to determine whether revocation of the orders would be likely
to lead to continuation or recurrence of material injury to the domestic industry within a reasonably
foreseeable time. If both the Commission and Commerce make an affirmative determination, the orders
will remain in place. If either the Commission or Commerce makes a negative determination,
Commerce will revoke the order. Questionnaires and other information pertinent to this proceeding are

Multilayered wood flooring covered by these reviews is composed of an assembly of two or more layers
or plies of wood veneer(s) 1 in combination with a core. 2 The several layers, along with the core, are
glued or otherwise bonded together to form a final assembled product. Multilayered wood flooring is
often referred to by other terms, e.g., “engineered wood flooring” or “plywood flooring.” Regardless of
the particular terminology, all products that meet the description set forth herein are intended for
inclusion within the definition of subject merchandise.
All multilayered wood flooring is included within the definition of subject merchandise, without regard
to: dimension (overall thickness, thickness of face ply, thickness of back ply, thickness of core, and
thickness of inner plies; width; and length); wood species used for the face, back and inner veneers; core
composition; and face grade. Multilayered wood flooring included within the definition of subject
merchandise may be unfinished (i.e., without a finally finished surface to protect the face veneer from
wear and tear) or “prefinished” (i.e., a coating applied to the face veneer, including, but not exclusively,
oil or oil-modified or water-based polyurethanes, ultra-violet light cured polyurethanes, wax, epoxyester finishes, moisture-cured urethanes and acid-curing formaldehyde finishes.) The veneers may be
also soaked in an acrylicimpregnated finish. All multilayered wood flooring is included within the
definition of subject merchandise regardless of whether the face (or back) of the product is smooth,
wire brushed, distressed by any method or multiple methods, or hand-scraped. In addition, all
multilayered wood flooring is included within the definition of subject merchandise regardless of
whether or not it is manufactured with any interlocking or connecting mechanism (for example, tongueand-groove construction or locking joints). All multilayered wood flooring is included within the
definition of the subject merchandise regardless of whether the product meets a particular industry or
similar standard.
The core of multilayered wood flooring may be composed of a range of materials, including but not
limited to hardwood or softwood veneer, particleboard, medium-density fiberboard (MDF), high-density
fiberboard (HDF), stone and/or plastic composite, or strips of lumber placed edge-to-edge.
Multilayered wood flooring products generally, but not exclusively, may be in the form of a strip, plank,
or other geometrical patterns (e.g., circular, hexagonal). All multilayered wood flooring products are
included within this definition regardless of the actual or nominal dimensions or form of the product.

Specifically excluded from the scope are cork flooring and bamboo flooring, regardless of whether any
of the sub-surface layers of either flooring are made from wood. Also excluded is laminate flooring.
Laminate flooring consists of a top wear layer sheet not made of wood, a decorative paper layer, a corelayer of high-density fiberboard, and a stabilizing bottom layer.

Correcting Valid number error messages.--If you are completing a Commission
questionnaire in a country that uses periods (“.”) to delineate multiples of 1000 (e.g., one million would
appear as $1.000.000 instead of as $1,000,000), you may be unable to enter in numbers greater than
999 in numeric form fields. This issues stem from your computer number formatting setting (e.g., not
the MS Word document itself, but the computer from which you are opening up the document). In the
United States commas (,) delineate multiples of 1000 and periods (.) delineate fractions less than
one. Many EU countries use the reverse where multiples of 1000 are delineated with periods (.) and
fractions less than one are delineated with commas (,). The US International Trade Commission’s
questionnaires are set-up in the United States with the U.S. number formatting. When this formatting
interacts with a computer set to EU number formatting, we believe this may cause this issue.
The solution to this data entry issue is to temporarily change your operating system’s number
formatting to be consistent with the U.S. number formatting system while you complete the
questionnaire.
To temporarily change your computer’s number settings to U.S. settings, please do the following (for

When you do this the number “twelve million dollars and thirty five cents” would change from

the USITC foreign producer questionnaire form. When you finish reporting the data then you can close
the questionnaire and switch back to Italy settings.
