Introduction
The SF PPR expired on June 30, 2009. The Paperwork Reduction Action (PRA) process does not include clearing standard data elements that agencies can use outside of a cleared information collection (form) for applications or reporting. In order to receive clearance, elements have to be combined in a “collection” and be submitted through the PRA process for approval. Components still have to require program reporting. Components cannot create a form or provide a format unless it is cleared.
Background
In 2005 - 2006 (pre-COFAR), the SF PPR was created by the Grants Policy Committee as an effort to standardize the large number of performance progress reports across the government. A sub-committee (Post-Award Workgroup) was formed to create the common forms; create a pilot for the use of these forms. It was an inter-agency pilot led by HHS. It included the HHS and other agencies. When the pilot was over, a roadblock was hit with OMB/OIRA in trying to clear the forms for global use. Consequently OMB denied clearance on the SF PPR and the agencies went back to their own program specific performance reports (if available). Despite the SF PPR not being a cleared form, some agencies and program offices across the government continue to use the form.
Agencies should follow the performance progress reporting requirements outlined in
2 CFR 200.328: Monitoring and reporting program performance.
The Financial Assistance Committee for E-Government (FACE) is convening a sub group to review standard information collections held at Grants.gov (SF-424s and other standard forms). The committee plans to review requirements necessary to establish a new government-wide Performance Progress Report.
Objective
To ensure Performance Progress Reporting is occurring.
