SUPPPORTING STATEMENT FOR
PAPERWORK REDUCTION ACT SUBMISSION
Information Collection 9000-0161,
Reporting of Purchases from Outside the United States
A. Justification
1. Administrative
requirements. The
Federal Acquisition Regulation
(FAR) 52.225-18, Place
of Manufacture,
requires offerors of
manufactured end products to provide information as to whether the
offered end products are predominantly manufactured in the United
States or outside the United States.
2. Use of information. The information provided in accordance with the provision at FAR 52.225-18, Place of Manufacture, is used by contracting officers as the basis for entry into the Federal Procurement Data System (FPDS) for further data on the rationale for purchasing foreign manufactured items.
3. Consideration of information technology. Improved information technology is used to the maximum extend practicable. Where both the Government agency and contractors are capable of electronic interchange, the contractors may submit this information collection requirement electronically.
4. Efforts to identify duplication. This requirement is being issued under the Federal Acquisition Regulation (FAR) which has been developed to standardize Federal procurement practices and eliminate unnecessary duplication. This collection is not duplicative of any other information required from offerors.
5. If
the collection of information impacts small businesses or other
entities, describe methods used to minimize burden. The
burden applied to small businesses is the minimum consistent with
applicable laws, Executive Orders, regulations and prudent business
practices.
6. Describe consequence to Federal program or policy activities if the collection is not conducted less frequently. Similar information is not already available to the contracting officer in a standardized form.
7. Special circumstances for collection. The collection is fully consistent with guidelines in 5 CFR 1320.6.
8. Efforts to consult with persons outside the agency. A 60-day notice was published in the Federal Register at 81 FR on 76357 on November 2, 2016. No comments were received. A 30-day notice was published in the Federal Register at 82 FR 10772 on February 15, 2017.
9. Explanation
of any decision to provide any payment or gift to respondents other
than remuneration of contractors or grantees. Not
applicable.
10. Describe assurance of confidentiality provided to respondents. This information is disclosed only to the extent consistent with prudent business practices, and current regulations.
11. Additional justification for questions of a sensitive nature. No questions of a sensitive nature are involved.
12 & 13. Estimated total annual public hour burden. Based on a Federal Procurement Data System (FPDS) report of Government-wide acquisition of manufactured end products in FY 2015, a total of 370,898 contracts were awarded.
Since this is a solicitation provision, we estimate an average of 4 responses per solicitation resulting in approximately 1,483,592 offers (370,898 x 4). FY 2015 FPDS data identified 48,215 unique vendors of manufactured end products. It is therefore estimated that approximately 48,215 respondents would need to comply with this information collection. The Government estimates that an average of 30 responses annually will be received from each of the 48,215 unique vendors (1,483,592/48,215=30). The time required to read and prepare information is estimated at .01 hour (less than one minute) per completion. Recordkeeping will be integrated into systems already established by offerors. The estimated cost per response is $0.46.
Respondents: 48,215
Responses per respondent per year: x 30.77034
Total annual responses: 1,483,592
Hours per response: x .01
Total response burden hours: 14,836
Average Wage ($33.72 + 36.45): x 46
Total cost to respondents: $682,456
There are no costs in addition to those shown in item 12 or 14.
14. Estimated Cost to the Government. Agencies will review and input the information into FPDS with the award of covered contracts. The contracting officer only inputs data into FPDS for contracts awarded, not for each solicitation response.
Total annual responses: 1,483,592
Resultant contracts: 370,898 Input into FPDS per response/per hr: .01
Total Government burden hours: 1
Cost per hr. input to FPDS: x $46*
Annual Government cost: $170,613
*
We used a rate equivalent to a GS-12, Step 5 or $33.72 /hour (from
the 2016 OPM GS Salary Table), added overhead at 36.45 percent (the
OMB-mandated burden rate for A-76 public-private competitions,
rounded to the nearest whole dollar, or $46/hour.
15. Explain reasons for program changes or adjustments reported in Item 13 or 14.
This decrease in the number of estimated responses and resultant burden hours is a result of the current data provided in FY 2015 FPDS.
16. Outline plans for published results of information collections. Results will not be tabulated or published.
17. Approval not to display expiration date. Not applicable.
18. Explanation of exception to certification statement. Not applicable.
B. Collection of Information Employing Statistical Methods. Statistical methods are not used in this information collection.
