The BLM is seeking approval to collect
information in accordance with new and revised regulations
pertaining to land use planning under the Federal Land Policy and
Management Act. This information collection request includes
activities that have been ongoing without a control number. The
information collection activities in this rule will help the BLM
resolve, to the extent practical, inconsistencies between Federal
and non-Federal Government plans They will also enable protests of
draft plans before they are finalized, and provide for public
disclosure of protests upon request.
The new information collection
activities in the rule are program changes. With the exception of
the provision that requires protests to be made publicly available,
they are ongoing. They are also necessary in order to comply with
FLPMA. The BLM is submitting this information request in order to
correct the omission of a control number from the planning
regulations as originally promulgated.
