Approved consistent with the understanding that this new ICR is affiliated with rulemaking updating 42 CFR Part 71. That final rule includes retrospective review requirements mandating that “no later than February 18, 2019, the Secretary or Director will publish and seek comment on a report evaluating the burden of this section on affected entities and duplication of activities in relation to mandatory passenger data submissions to DHS/ CBP. The report will specifically recommend actions that streamline and facilitate use and transmission of any duplicate information collected.” If any changes associated with this ICR to the collection instruments or type of information gathered is implemented as a result of the retrospective activities described previously---CDC will submit these changes to OMB for review and approval.

The goal of this information collection is to ensure that, consistent with the terms of the accompanying rulemaking, CDC can collect conveyance, passenger, and crew member manifest information in the event an individual with a confirmed or suspected case of a communicable disease is known to have traveled on an airline or vessel while infectious or potentially infectious and presented a risk of spread to other passengers or crew, and so that CDC can initiate the process of contact tracing or provision of other public health follow up to prevent further disease spread.
