Titles III, V, and VII of the Higher
Education Act of 1965, as amended (HEA), provide discretionary and
formula grant programs that make competitive awards to eligible
institutions of higher education and organizations (Title III, Part
E) to assist these institutions to expand their capacity to serve
minority and low-income students. Grantees submit an annual
performance report to demonstrate that substantial progress is
being made towards meeting the objectives of their
project.

The increase in burden is a
result of more accurate numbers of respondents who complete the APR
for Title III, V, and VII programs. The prior OMB clearance did not
fully account for all Title III, V, and VII programs that would
complete the APR.
