This ICR is due to the Agency's development of a Final Rule entitled "Unified Registration System" that would require those entities which are subject to the FMCSA's licensing, registration and certification regulations to use the application form entitled Form MCSA-1, "FMCSA Registration/Update(s)." Every interstate motor carrier operating commercial motor vehicles (CMVs) is required to register with FMCSA to obtain a USDOT Number. Most for-hire carriers are also required to file a separate application for operating authority under 49 U.S.C. 13901. This MCSA-1 form will replace existing Forms MCS-150, MCS-150B, MCS-150C and most forms in the OP-1 series (OP-1, OP-1(P), OP-1(FF), OP-1NNA, and OP-2). This rule will streamline the collection and eliminate the need for motor carriers to file the same information on multiple forms.

Cutting Redundancy
This information collection will extend the requirement for a biennial update to certain Applicants (brokers, freight forwarders, and cargo tank facilities) to which the requirement does not apply today, reduce the burden associated with the filing of redundant information, and require that all forms be filed electronically. The information will be filed electronically on Form MCSA-1. This form will replace existing Forms MCS-150, MCS-150B, MCS-150C and most forms in the OP-1 series (OP-1, OP-1(P), OP-1(FF), OP-1NNA, and OP-2).
