The Federal Fiscal Year (FFY) is divided into four quarters: 1st Q runs from October 1-December 31; 2nd Q is January 1-March 31; 3rd Q is April 1-June 30; 4th
Q is July 1-September 30. The 1st Q of each FY is the last three months of the previous calendar year, e.g. the first quarter of FY 2016 was October-December
2015.

OCS conducted a prior ACSI survey in 2012 focused on both CSBG and the Low Income Home Energy Assistance Program (LIHEAP). The survey
administered in the first quarter of 2016 was the first to focus on Federal Accountability Measures.
