Subject: Non-Substantive Change Request for the National
Compensation Survey (NCS)
The National Compensation Survey is seeking approval to stop collection of the current NCS question on if the health plan is an Affordable Care Act (ACA) Grandfathered plan.
The percentage of health plans coded not determinable for this question precludes publication and analysis of this data.
The plan level question to be dropped is question number 1 for health plans. This question is on NCS Form 15-3P (Private Industry) and NCS Form 15-3G (Government.) The question is:
Plan level:
1. Has this health plan been grandfathered, as defined under the Affordable Care Act, which means you’re able to continue them without major changes? (Y/N/ND)
NCS plans to implement this change during the September 2016 NCS collection cycle.
No measurable decrease of respondent burden hours is expected as a result of this change.
The current OMB expiration date for NCS is April 30, 2018.
