This information collection adds the transactional data reporting requirements in new clauses, 552.216-75 Transactional Data Reporting and 552.238-74 Industrial Funding Fee (IFF) and Sales Reporting Alternate I in support of the General Services Administration's (GSA) ongoing effort to strategically move toward managing procurement spend through categories. The General Services Administration Acquisition Manual (GSAM) at GSAR 538.273(b)(1) prescribes an Industrial Funding Fee (IFF) and Sales Reporting clause for use in Federal Supply Schedule solicitations and contracts. The clause, which is at 552.238-74, requires contractors to report quarterly all contract sales to include the IFF, under the awarded contract within 30 calendar days of each reporting quarter. The collection of this information is covered by OMB Control 3090-0121. There are no changes to the reporting requirements for IFF and sales as required by OMB Control 3090-0121. Under the FSS program, vendors that agree to the new transactional reporting requirement will have their contracts modified with an alternate version of clause 552.238-75 Price Reductions (See OMB Control Number 3090-0235); the alternate version of clause 552.238-75 does not require the vendor to monitor and provide price reductions to the Government when the customer or category of customer upon which the contract was predicated receives a discount. Once implemented, the new GSAR transactional data reporting clauses will enable GSA to provide Federal agencies with further market intelligence and expert guidance in procuring goods and services in each category of GSA acquisition vehicles.
