According to
OCC’s Risk Management Guidance for Higher Loan-to-Value Lending,
“At least annually, the OCC will evaluate the overall impact of
programs offered by all banks in communities targeted for
revitalization.” As part of this annual evaluation, OCC will
provide to OMB the framework and data sources it used in support
its evaluation of HLTV lending program performance under the
Guidance. This includes, if applicable, any information regarding
loan repayment terms, loan characteristics, delinquency rates, loan
modifications, foreclosure rates, among other program performance
indicators. In addition, in order to provide insight into the
practical utility of the data sources utilized, OCC should also
provide a summary of any analysis used to evaluate the effect of
HLTV lending on community revitalization program goals.

The OCC recognizes that banks and
other parties have expressed concern that depressed housing values
in certain distressed communities in the United States inhibit
mortgage lending in these communities. One way in which banks can
support revitalization efforts in distressed communities is by
offering mortgage products for purchasing, or purchasing and
rehabilitating, one- to four-unit residential properties where the
loan amount may exceed supervisory loan-to-value (SLTV) limits.
This bulletin provides guidance for managing risks associated with
originating certain residential mortgage loans that exceed SLTV
limits.
