This paper discusses the substantive changes made to 2900-0138.
Box 9B on the collection has been updated to remove the gender-specific pronouns “wife” and “husband” and replace them with the gender-neutral “spouse.” The option “parent” was added to Box 11 to more accurately reflect the possible relationships between two parties. This is a burden-neutral change.
The collection was further revised by inserting a new field (11C), which collects the name of the person for whom expenses were paid (as reported in boxes 11A and 11B). This additional field will not increase the time burden for the respondent.
A number of non-substantive changes were made, including updating telephone numbers, the VA Form Number, more detailed instructions for Section VII, updated Privacy Act Information, and the inclusion of the collection’s OMB expiration date. These changes do not affect the information collected, and therefore do not affect the respondent burden.
