Consent Form - Command-level Staff



This collection of information is voluntary and will be used to document attitudes, resources, and challenges related to traffic safety enforcement. The results of the study will be used to develop an understanding of agency resources and priorities and to develop programs designed to improve traffic safety enforcement. A federal agency may not conduct or sponsor, and a person is not required to respond to, nor shall a person be subject to a penalty for failure to comply with a collection of information subject to the requirements of the Paperwork Reduction Act unless that collection of information displays a current valid OMB Control Number. The OMB Control Number for this information collection is XXXX-XXXX. Public reporting for this collection of information is estimated to be approximately 5 minutes per response, including the time for reviewing instructions, completing and reviewing the collection of information. All responses to this collection of information are voluntary. About the Survey


The Survey of Law Enforcement Officers and Agencies is a research study conducted by RTI International (RTI) and funded by the National Highway Traffic Safety Administration (NHTSA). The study is about attitudes and training of law enforcement officers and agency resources dedicated to traffic safety enforcement.


This telephone interview survey is to be completed by command-level staff of sampled law enforcement agencies. The survey will identify agency-level priorities and resources. The survey will also provide an understanding of the agency communication model in which officers operate. If you participate, you will be one of 40 command-level staff who participate in this study nationwide.


Participation

If you agree to participate, we will ask you questions about the importance of specific traffic enforcement duties, priorities established by your agency, how those priorities are communicated to staff, budget and staffing constraints, officer training, and agency needs in terms of resources, training, and technology. The interview is expected to last about 25 minutes.

Voluntary Participation

You may choose whether you would like to participate. If you choose not to participate, it will not affect your job with this agency. If you do participate, your responses are not shared with you agency or supervisors and will only be viewed by the research team. Furthermore, all data are reported to NHTSA in aggregate so no individual agency data will be identifiable. You may wish to skip any question that you are not comfortable in answering. You may end the interview at any time.


Benefits

There are not any direct benefits to you. However, your participation will contribute to the knowledge and understanding of attitudes and training of law enforcement officers and agency resources dedicated to traffic safety enforcement.

Compensation for Participation

There will be no financial compensation for participation in this study.


Risks of Study Participation

There may be a risk that someone might find out what you tell us during the interview. To prevent this from happening, we will do the interview in private where no one can hear your answers. We will also create and use a number instead of your name to identify your interview. This will prevent anyone from finding out what your answers were.


Your Privacy

Anything you tell me is private. The privacy of your answers is very important, so let me say a little more about it. The things that you tell me will not be shared with any of your colleagues or staff at this agency.
