There is a decrease in the total estimated burden as currently identified in the OMB Inventory of Approved Burdens. This decrease is primarily a result of updating the number of sources. A recent industry analysis conducted during development of the 2015 final rule indicates a substantial decrease in both the number of major and area source facilities subject to the rule from the estimates used in the previous ICR renewal, EPA ICR Number 1894.07. Note this ICR merges the burden from EPA ICR Number 2453.02, the ICR for the 2015 final rule. Therefore, this ICR reflects additional burden items not present in the previous renewal. In addition, this ICR revises bag leak detector costs per comments received from The Aluminum Association. These changes result in an overall increase in the capital and O&M costs.
