“Consent to subcontract” means the
contracting officer’s written consent for the prime contractor to
enter into a particular subcontract. In order for the contracting
officer responsible for consent to make an informed decision, the
prime contractor must submit adequate information to ensure that
the proposed subcontract is appropriate for the risks involved and
consistent with current policy and sound business judgment. The
review allows the Government to determine whether the contractor’s
purchasing policies and practices are efficient and adequately
protect the Government’s interests.
With FPDS and data from DCMA,
the Government is able to obtain a more accurate number of
contracts that would be required to provide information regarding
subcontracts pursuant to FAR clause 52.244-2 in a given year.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
