modifications to the collection #3084-0068, which are consistent
with changes per the amended Federal Trade Commission Fuel Rating
Rule finalized in January 2016. OMB approves these amendments
through July 2017, the existing clearance for the entire
collection. FTC will pursue the usual 60-day/30-day notice on the
entire collection at the appropriate time.

The Federal Trade Commission has
issued final amendments to its Rule for Automotive Fuel Ratings,
Certification and Posting (“Rule”) by adopting rating,
certification, and labeling requirements for certain
ethanol-gasoline blends. The amendments further the Rule’s goal of
helping purchasers identify the correct fuel for their
vehicles.
This is a new rule rulemaking.
The incremental burden for the final amendments is an estimated 239
hours, cumulatively, for recordkeeping, 334 hours for labeling
disclosures, an associated $6,647 in labor costs (as detailed in
the Supplemental Supporting Statement with this ICR), and $10,696
in non-labor costs (labeling replacements). Slight variances from
previously submitted estimates for the associated 2014 proposed
amendments (ICR Ref. No. 201403-3084-002) are attributable to
updated data from the U.S. Department of Energy for the number of
ethanol producers and retailers and to updated hourly wage data
from the Bureau of Labor Statistics.
