49 USC 60102 requires each operator of
a pipeline facility (except master meter operators) to submit to
DOT a written report on any safety-related condition that causes or
has caused a significant change or restriction in the operation of
a pipeline facility or a condition that is a hazards to life,
property or the environment. As a result of this proposed rule,
approximately 5 gravity line operators and 23 gathering line
operators will be required to adhere to the Safety Related
Condition reporting requirements. This information collection is
being revised to account for the additional burden that will be
incurred by newly regulated entities. Operators currently
submitting annual reports will not be otherwise impacted by this
rule.
