Requires operators of surface coal
mines, including surface facilities and surface work areas of
underground coal mines, to establish and keep current a specific
escape and evacuation plan to be followed in the event of a fire.
The plan is used to instruct employees in the proper method of
exiting work areas in the event of a fire.
There has been a decrease of
1,190 burden hours (1,425 to 235). The decrease in hour burden is
due to the decrease in the estimated number of new and existing
surface coal mines, surface facilities, and surface work areas of
underground coal mines requiring new or revised plans.
