The BLM is requesting a new control number in a proposed rule that would revise existing regulations on procedures used to prepare, revise, or amend land use plans. in accordance with the Federal Land Policy and Management Act. This information collection request includes activities that have been ongoing without a control number. The proposed collections of information would assist the BLM in resolving, to the extent practical, inconsistencies between Federal and non-Federal Government plans Also, they would enable the BLM to provide an opportunity to submit protests of draft plans before they are finalized, and provide for public disclosure of protests.

The program changes are necessary in order to comply with the Paperwork Reduction Act and with the following provisions of the Federal Land Policy and Management Act: 1. 43 U.S.C. 1712(c)(9), which requires the BLM to provide an opportunity for consistency review by State and local governments within which the affected lands are located; and 2. 43 U.S.C. 1712(f), which requires the BLM to provide an opportunity to protest a proposed land use plan before its final approval.
