Data Collection through EMAPS
The Department of Education has three grant programs that support or incentivize State-wide implementation of Kindergarten Entry Assessment (KEAs): Race to the Top: Early Learning Challenge (RTT-ELC), Enhanced Assessment Grants, and Preschool Development Grants. States that have a KEA and do not have a federal grant will have the option of entering data.
This attachment explains the data that will be collected through EMAPS for Kindergarten Entry Assessments. Comment boxes will be available when the survey instrument is designed to allow states to provide clarifying information about within state practices, readiness, and domains.
All states will respond to the following question:
Does the state implement a Kindergarten Entry Assessment (KEA) supported or incentivized by one of the federal grants named in the introduction?
Yes
No
If the state responds “no,” then no further questions are required.
If the state responds “yes,” then the following questions are asked:
Is the KEA implemented statewide and required of all LEAs?
Yes
No
Which of the following domains are addressed in the KEA (The state will check all that apply):
language and literacy development
cognition and general knowledge (including early mathematics and early scientific development)
approaches toward learning (including the utilization of the arts)
physical well-being and motor development (including adaptive skills)
social and emotional development
For each domain that is addressed, what are the names of the tool or tools used to measure each domain?
Space will be provided to enter the names of tools for each of the domains selected in the previous question.
What is the web link to information published by the state about readiness levels?
For states that implement a KEA, the state would provide data on:
The results of the KEAs by domain
The results of kindergarten readiness assessment
Kindergarten Entry Assessments by Domain
For each domain used by the state, the state would provide:
The total number of children who participated in the KEA for each domain
The number of children who participated in the KEA for each domain AND was at or above what the state defines as “ready” for kindergarten for that domain
The data collection instrument would look similar to the following:
