Sheet 3: Methodology

The estimates provided on the previous pages were generated using the following assumptions




Total number of Applications 576 Actual submitted in 2014 actual 549 plus 5 percent increase (27) resulting from the new Veterans category
Eligible applications 397 69 percent eligible in 2014
Simplified applications 259 45 percent of all applications received in 2014
Planning applications 86 15 percent of all applications received in 2014
Veterans priority 27 Because the Veterans category is tied to the Beginning Farmer and Rancher category, it is not expected to result in more than a 5 percent increase in applications
'Best contributes' priority 43 Assumes no increase in group applications (15 percent of all applicants in 2014) as a result of "best contributes" but assumed half of those applying in those applicant categories (50 percent of 86 2014 applicants = 43) would request those points.
Number of awards 274 65 percent of eligible applications receiving awards in 2014
Number of appeals 15 Approximate number of appeals in 2012 (the window for appeals from 2014 applicants is still open, therefore the final number is not available)



Assumes a 3 hour increase in man-hours for additional information for 'best contributes'.

Assumes .2 man-hours for veterans to supply the required DD-214.

Assumes .1 man-hours for State Office staff to review the required DD-214.

Non-federal Reviewer Recruitment and Coordination includes pre-review paperwork (system access, conflict of interest and confidentiality, automated payment information) and post-review payment.

Award Announcement is generation and correction of project information sheets and press release

Number of responses for SF-LLL based on percentage of awards over $100,000 in 2014
