AGENCY:
As part of its continuing effort
to reduce paperwork burden(s) and as
required by the Paperwork Reduction
Act (PRA) of 1995 (44 U.S.C. 3501–
3520), the Federal Communications
Commission (FCC) invites the general
public and other Federal agencies to
take this opportunity to comment on the
following information collection(s).
Comments are requested concerning:
whether the proposed collection of
information is necessary for the proper
performance of the functions of the
Commission, including whether the
information shall have practical utility;
the accuracy of the Commission’s
burden estimate(s); ways to enhance the
quality, utility, and clarity of the
information collected; ways to minimize
the burden of the collection of
information on the respondents,

Needs and Uses: The rules adopted in
the Open Internet Order established a
formal complaint process to address
open Internet disputes that cannot be
resolved through other means, including
the Commission’s informal complaint
system. This process permits anyoneincluding individual end users and edge
providers-to file a claim alleging that
another party has violated a rule, and
asking the Commission to rule on the
dispute. The formal complaint rules
facilitate prompt and effective
enforcement, which is crucial to
preserving an open Internet and
providing clear guidance to
stakeholders.

FY 2013 Service Contract Inventories.
AGENCY:
In accordance with Section
743 of Division C of the Consolidated
Appropriations Act of 2010 (Pub. L.
111–117), the Federal Labor Relations
Authority (FLRA) is publishing this
notice to advise the public of the
availability of the FY 2013 Service
Contract inventory. This inventory
provides information on service contract
actions over $25,000 that were made in
FY 2013. The information is organized
by function to show how contracted
resources are distributed throughout the
agency. The inventory has been
developed in accordance with guidance
issued on November 5, 2010 by the
Office of Management and Budget’s
Office of Federal Procurement Policy
(OFPP). OFPP’s guidance is available at
