Dear Ms. Bose:
The North American Energy Standards Board ("NAESB") herewith submits this report to the Federal Energy
Regulatory Commission ("FERC" or "Commission") regarding NAESB’s activities from October 2009 to January
2011 with respect to the adoption of Version 2.0 of the NAESB Wholesale Gas Quadrant (“WGQ”) standards. The
NAESB WGQ Version 2.0 standards were ratified by the WGQ membership and were published February 10, 2011,
and are provided herein and include minor corrections applied on January 2 and February 3, 2011. An executive
summary of the changes which resulted in Version 2.0 is included in the attached report, along with a list of the
standards that were created or modified as part of Version 2.0.
Some of the standards development activity undertaken that produced Version 2.0 had considerable industry debate
before an agreement was reached on the level of standardization needed and the actual text of the standards
themselves. NAESB supports a wide range of perspectives through a public process permitting all segments of the
marketplace to equally voice their positions. As part of that process, balanced voting allows a disparate group to
move towards consensus.
All requests for new standards or modifications to existing standards and requests for interpretation are posted on the
NAESB home page. All work papers and recommendations from subcommittees and task forces regarding the
requests are also posted on the NAESB home page (www.naesb.org). The task forces and subcommittees are where
requests are addressed and recommended standards are formulated. Participation and voting in NAESB at the
subcommittee and task force level is open to any interested party regardless of membership. Should a participant be
unable to attend a meeting where a request of interest is discussed, the party may prepare written comments, which
will be posted as work papers for the subcommittee or task force.
The Executive Committee meetings where these standards were discussed and adopted took place from October
2009 to October 2010. The minutes of these meetings are provided as links, which include the voting records of the
Executive Committee. The ratification ballots and member ratification voting record results are also included as
links. All comments that were filed on the standards as part of the NAESB formal comment period are also included
as links.
The cover letter, report and enclosures are being filed electronically as a single document in Microsoft® Word® 2003

REPORT OF THE NORTH AMERICAN ENERGY STANDARDS BOARD
The North American Energy Standards Board ("NAESB") is voluntarily submitting this report in
accordance with the Commission's Order No. 5871 in the above referenced docket. The report includes a summary
of the changes that resulted in Version 2.0 of the Wholesale Gas Quadrant (“WGQ”) standards, along with a list of
the standards that were created or modified as part of Version 2.0 -- cross–referenced both by request number and by
version. The standards can be downloaded from the NAESB home page (www.naesb.org).
In January 2002, the Gas Industry Standards Board ("GISB") became the WGQ of NAESB. GISB Version
1.5 standards were adopted by the WGQ of NAESB as NAESB WGQ standards. Version 1.6 standards were
adopted by the WGQ and published July 31, 20022. Version 1.7 Standards were adopted by the WGQ and published
on December 31, 20033. Version 1.8 standards were adopted by the WGQ and published on September 30, 20064.
Version 1.9 standards were adopted by the WGQ and published on September 30, 20095 and the Version 2.0
standards have been adopted by the WGQ and were published on November 30, 2010 and minor corrections were
applied on January 2 and February 3, 2011.
There are six enclosures supporting the report. Provided in appendix A is a list of the links to the minutes
from the Executive Committee ("EC") meetings during which recommendations were considered that resulted in
Version 2.0 of the NAESB WGQ standards. The EC minutes include discussion of recommendations from task
forces and subcommittees, which ultimately resulted in the standards for Version 2.0. The EC voting records are
attached as part of the minutes. Also included in appendix A, is the list of links to all comments filed on the
standards that were recommended for adoption to the EC. Provided in appendix B is the list of links to the NAESB
membership ratification ballots, which include the EC adopted recommendations that are the basis for the Version
2.0 changes. Also provided in this appendix is the list of links to the ratification results. Appendix C provides the
list of available transcripts. Appendix D provides an overview of the NAESB process by which the standards were
adopted. Provided in appendix E is the 20096 and 20107 WGQ Annual Plans. Appendix F contains the minor
corrections applied to Version 2.0

This report is intended solely as a status report from NAESB regarding Version 2.0 of its standards. NAESB does
not advocate that the Commission take a particular position on any of the issues presented.
VERSION 2.0 SUMMARY
Presented here is a summary of the activities8 that led to the compilation of the NAESB WGQ Standards
Version 2.0. All references in this summary pertain only to the WGQ. Supporting documents can be found in
appendices A, B, C, D, E and F as enclosures to this report. All Version 2.0 standards that were added or modified
are contained in a table following this summary. The table cross references the standards to the related requests for
development and the actions that were taken.
Several of the development efforts in NAESB reflect the work of multiple quadrant or market interests.
For example, the change of the term Power Plant Operator to Power Plant Gas Coordinator, as well as minor
corrections to the joint effort related to the e-Tariff standards. These cross-quadrant collaborations are not only
permitted in the NAESB process, but also encouraged when standards are applicable to multiple markets. With
multiple quadrants joint development, the groups work together to ensure that the standards developed are consistent
and there is the added benefit that the standards are vetted in a broader community.
Some of the standards development activity undertaken that produced Version 2.0 had considerable
industry debate before an agreement was reached on the level of standardization needed and the actual text of the
standards themselves. The NAESB process supports a wide range of perspectives, and through a public process
permitting all segments of the marketplace to voice equally their issues, balanced voting allows a disparate group to
move toward consensus. As such, NAESB was able to produce standards to support the customer security
administration (CSA) process, Electronic Delivery Mechanism (EDM), Gas-Electric Interdependency, the FERC
Strategic Plan and technical standards.
Much of the effort that comprised the changes for Version 2.0 was classified as maintenance. This work,
exacting and detailed, is crucial to ensuring that the large body of standards applicable to the WGQ reflect current
market practices. Often, maintenance does not have the panache or attraction of new development, but that does not
detract from its importance. Without the maintenance of the standard transactions – the information requirements,
coding, formatting, mapping and usage, the transactions would become out-dated – not reflective of new or modified
services. From the explanations shown below for the types of maintenance undertaken, the introduction of a new or
modified service, the addition of specificity, or more functionality translates into changes to data sets that describe a
transaction.
The summary is organized into seven sections: Standards to support Gas Electric Interdependency,
Capacity Release re-design due to elimination of EDI for Capacity Release Upload Transactions, standards to
support CSA Process, standards to support EDM, standards drafted in response to FERC strategic plan, maintenance
and minor corrections. Descriptions of each grouping are shown below:

Standards to Support Gas-Electric Interdependency
The standards to support gas-electric interdependency originated from Request No. R08020 and provide for
enhanced granularity for public utilities identifying critical operational flow orders. The final action modifies
NAESB WGQ Standard Nos. 4.3.28, 4.3.29, 5.3.38 and modifies the data elements, technical implementation and
code values for WGQ Standard No. 5.4.16. The final action also adds two new standards, NAESB WGQ Standard
Nos. 5.3.70 and 5.3.71. The modifications resulted in an additional 15 notice types and modified the Technical
Implementation of Business Processes and sample paper transaction. The changes were made to allow
Transportation Service Providers the flexibility to communicate additional clarity beyond the currently defined
notice types. The recommendation was adopted by the WGQ EC on February 4, 2010 and ratified by membership
on June 23, 2010.
Standards created for Capacity Release re-design due to elimination of EDI for Capacity Release Upload
Transactions
WGQ 2010 Annual Plan Item 3, related to the standards created for Capacity Release re-design due to the
elimination of EDI for Capacity Release Upload, was approved by the WGQ EC on August 19, 2010 and ratified by
membership on September 27, 2010. The standards add three additional Capacity Release related standards – WGQ
Standard Nos. 5.3.70, 5.3.71 and 5.3.72. They also add four new Capacity Release related standards data sets,
NAESB WGQ Standard No. 5.4.24 – Offer, WGQ Standard No. 5.4.25 – Bid, WGQ Standard No. 5.4.26 – Award
Download, and WGQ Standard No. 5.4.27 – Withdrawal Download. They delete 14 Capacity Release related
standards data sets, WGQ Standards No.s 5.4.1, 5.4.2, 5.4.3, 5.4.4, 5.4.5, 5.4.6, 5.4.7, 5.4.8, 5.4.9, 5.4.10, 5.4.11,
5.4.12, 5.4.18, and 5.4.19. Through this significant effort, the electronic transactions in support of the capacity
release program are streamlined.
Standards to support Electronic Delivery Mechansim (EDM)
The standards to support EDM originated from 2010 WGQ Annual Plan Item 5, and Request Nos. R09025 and
R10001. 2010 WGQ Annual Plan Item 5 modifies the Quadrant Electronic Delivery Mechanism (QEDM) Manual,
in particular it modifies the technical charactersitics set forth in Appendices B, C and D. Request No. R09025
modifies WGQ Standard Nos. 4.3.101 and 4.3.102. Request No. R10001 updates the NAESB WGQ QEDM
Manual to add the ability to provide Informational Postings report downloads in a comma-seperated-value (CSV)
file format. The recommendations were adopted by the WGQ EC on August 19, 2010 and ratified by membership
on September 27, 2010. These changes were undertaken to ensure NAESB’s technical standards remain current.
Standards to support Customer Security Administration (CSA) Process
The customer security administration process standard originated from Request No. R08008 and WGQ 2010 Annual
Plan Item 4 and added NAESB WGQ Standard No. 4.3.100, which reflects the ability of Service Requesters to
obtain security information for that party’s users that have access to the Tranportation Service Provider’s system..
The standard was approved by the WGQ EC on August 19, 2010 and ratified by membership on September 27,
2010.

The standards modifications originating from Request No. R09014 and WGQ 2010 Annual Plan Item 6 are related
to the 2010 FERC strategic plan. The modification to WGQ Standard No. 4.3.23 adds “Regulatory (when
applicable) and subcategories “Waste Heat” as well as identifying when the new “Regulatory” category is
applicable. The standards were approved by the WGQ EC on October 5, 2010 and ratified by membership on
November 5, 2010.
Maintenance
Work continues on requests to create new, modify existing, or delete existing business practices,
information requirements, code value assignments, technical implementation and mapping or interpretations. Such
work is classified and assigned by business function to more efficiently process the requests through the various
subcommittees and task forces.
Modifications of the standards were undertaken to more accurately reflect the workings of the market and specific
efforts are noted below:

Number in NAESB WGQ Standard No. 3.4.1 and modify the Service Requestor Level Charge /
Allowance Invoice for NAESB WGQ Standard No. 3.4.4. The standards were approved by the
WGQ EC on August 19, 2010 and ratified by membership on September 27, 2010

The standards were approved by the WGQ EC on August 19, 2010 and ratified by membership on
September 27, 2010. These standards will be used to communicate additional information
concerning a particular Invoice Line Number charge. They also clarify the Data Dictionary and the
Technical Implementation Guide.

R09011 – The standards modify NAESB WGQ definition 0.2.1 – Power Plant Operator to Power
Plant Gas Coordinator, NAESB WGQ definition 0.2.2. – Power Plant Operator’s Facility to Power
Plant Gas Coordinator Facility and NAESB WGQ definition 0.2.3 – Balancing Authority. The
standards also add NAESB WGQ definition 0.2.z1 – Reliability Coordinator. They also modify
NAESB WGQ Standard Nos. 0.3.11, 0.3.12, 0.3.13, 0.3.14 and 0.3.15 to conform with the above
definition changes. The standards were accepted by the WGQ EC on June 4, 2010 and ratified by
membership on July 15, 2010. The purpose of this change is to provide enough distinction between
the NAESB and NERC terms to avoid confusion between a NAESB Power Plant Operator and the
NERC Generator Operator.

R09001 – The standards modify NAESB WGQ Standard No. 5.4.22 – Transactional Reporting –

The standards were approved by the WGQ EC on February 4, 2010 and ratified by membership on
June 23, 2010. The changes were applied to allow for more correct transactional reports on
interruptible contracts.
Minor Corrections
According to the Bylaws of NAESB, Minor clarifications and corrections to existing standards include: (a)
clarifications or corrections made by a regulatory agency to standards that are of a jurisdictional nature, or by the
American National Standards Institute or its successor; (b) clarifications or corrections to the format, appearance, or
descriptions of standards in standards documentation; (c) clarifications or corrections to add code values to tables;
and (d) clarifications and corrections that do not materially change a standard. There are 37 minor corrections
included in this report, eight of which are modifications to existing codes values and 29 are minor corrections.

The NAESB Standards Development Process
NAESB is focused on proposing, considering, and adopting voluntary standards and model business practices
that will have a significant and lasting impact on all aspects of the natural gas and electricity marketplaces. As a
result of the standards NAESB adopts, it is expected that the industry will operate more efficiently and effectively,
benefiting both the industry and its customers. At the same time, it must be acknowledged that NAESB standards
may constitute a change in the way parties do business, with an accompanying effect on the use and allocation of
resources.
NAESB’s policy is to move at a deliberate pace, consistent with its annual plan(s), thus permitting those
affected by its standards, especially those standards adopted as regulations by the Federal Energy Regulatory
Commission (FERC) or other regulatory bodies, to assimilate them as part of their business practices. To this end,
NAESB will carefully consider whether proposed standards are both timely and necessary. In particular, it will try to
avoid adopting and implementing new standards, however beneficial, before the industry is able to reasonably make
use of them.
The standards development process is governed by the annual plan, and items can be included in the plan or
modified only with Board approval. The plan typically reflects requests from NAESB members, government
agencies, and other interested parties. In approving the annual plan, the Board considers the availability of resources,
including the NAESB budget and staff and the availability of industry volunteers. New requests received throughout
the year are either considered part of the existing annual plan or as new items that require Board approval.
The standards development process begins with an annual plan item or a triaged and approved request. Triage is
a process used by each quadrant of the Executive Committee (EC) to determine whether a request is within scope,
which quadrant(s) it applies to, which subcommittee(s) it should be referred to, and what priority it should be
assigned. Triage is carried out by EC members appointed by the EC chair. Triage recommendations are submitted to
the en banc EC and require EC approval, and may also require Board approval if there are scope questions or if a
modification of the annual plan is required.
Once the triage process is completed, the subcommittees—more than one are normally involved in standards
recommendations—review the request, compare it to existing standards, and prepare recommendations that may
take the form of new or modified standards or interpretations. Participation in EC subcommittees is open to any
interested party regardless of membership status. All subcommittee participants may vote; voting is balanced by
segment and quadrant. All votes are public.
When the recommendation is complete, it is made available for a thirty-day industry comment period. The
recommendation and comments are then forwarded to the EC, which considers the recommendation, makes any
changes it deems necessary, and takes a vote. A recommendation must receive an affirmative vote of at least 67
percent from each applicable quadrant EC and 40 percent from each of the segments of the applicable quadrant(s).
After passage by the EC, the recommendation must be ratified by the NAESB members. An affirmative vote of
67 percent of the members of the applicable quadrant(s) is required for ratification. After ratification, standards and
modifications are considered final actions and will be published in the next version of NAESB standards.
All NAESB quadrants follow the same development process described herein. The process has been followed
by the WGQ since 1994 and has been used to develop more than five hundred standards that have been incorporated
by reference into federal regulations.

Flexibility
NAESB recognizes that flexibility is necessary as standards are developed to address regional concerns or to
incorporate variances to accommodate operational or structural differences. Several WEQ standards incorporate
regional or operational differences for both Version 0 and Version 1. There is a high threshold for incorporating
such variances in a standard; the subcommittee(s) in drafting the standard, the EC in approving the subcommittee
recommendation, and the membership in approving the standard must all agree that such variance is necessary.
Nonetheless, NAESB procedures are well suited to take into account operational and regional differences.
Transparency
All NAESB meetings are open for attendance and participation by any interested party, with the exception of
executive sessions of the Board or Managing Committee for purposes of discussing personnel, compensation or
legal issues. Meeting announcements and agendas are posted in advance to permit the widest possible participation.
Conference-calling capability is available for all meetings and web casting is available for most. Those intending to
attend a meeting in person or by telephone are asked to notify NAESB by a specific date to permit adequate meeting
planning.
Transcripts are made of all Board of Directors and EC meetings, and may also be made of other meetings that
are expected to be controversial. Transcripts are maintained in the NAESB office and are provided to regulatory
agencies for their internal use. All other interested parties can purchase transcripts from the relevant transcription
service.
Coordination with NERC
For business practice standards development for the WEQ, if it is determined by NERC and NAESB Executive
Management that joint development is needed by NERC and NAESB, the NERC-NAESB Coordination Joint
Development Process is implemented.1 This process requires that the appropriate NAESB Subcommittee and
NERC Standards drafting team work together to develop reliability standards and business practices.
The Joint Interface Committee of NAESB, NERC and the ISO-RTO Council (“JIC”) was dissolved as part of
the agreement to create the Independent Grid Operator segment of the WEQ. The joint development process
between NAESB and NERC is being used to ensure appropriate coordination. The ISOs and RTOs have strong
decision-making roles in both NERC and NAESB, and thus with the use of the joint development process, the JIC
was no longer necessary.
Accessibility of Standards and Work Products
The NAESB standards and protected work products are accessible to members at no cost as a benefit of their
membership. Non-members can purchase the standards as a full version, or they can purchase individual final
actions. Non-members can also access the standards at no cost by requesting an evaluation copy. NAESB standards
and protected work products are copyrighted. Non-members can download a NAESB materials order form from the
NAESB web site for ordering standards or for instructions on accessing standards for evaluation.

Procedures for Minor Corrections as excerpted from the NAESB Operating Procedures
D. Minor Clarifications and Corrections to Standards
Minor clarifications and corrections to existing standards include: (a) clarifications or
corrections made by a regulatory agency to standards that are of a jurisdictional nature, or by
the American National Standards Institute or its successor; (b) clarifications or corrections to
the format, appearance, or descriptions of standards in standards documentation; (c)
clarifications or corrections to add code values to tables; and (d) clarifications and corrections
that do not materially change a standard.
Any request for a minor clarification or correction to an existing standard should be submitted
in writing to the executive director. This request shall include a description of the minor
clarification or correction and the reason the clarification or correction should be implemented.
1. Processing of Requests
The executive director shall promptly notify the EC and any appropriate subcommittee(s) of the
receipt of the request. The members of the applicable quadrant’s EC shall promptly determine
whether the request meets the definition of a minor clarification or correction. Through the
decision of the vice chair of the applicable quadrant, this determination may be delegated to
one of the quadrant’s subcommittees, with the concurrence of the subcommittee chair, in
which case the subcommittee shall make a prompt decision.
If the request is determined to meet the definition of minor clarification or correction, the
applicable quadrant’s EC, with input from any subcommittee(s) to which the request has been
forwarded, shall act on the request within one month of its receipt. A meeting to discuss the
request is not required; the decision may be made by notational vote. A simple majority of the
votes received shall determine the outcome. The members of the applicable quadrant’s EC shall
be given at least three working days to consider and vote on the request.
2. Public Notice
The results of the vote on the request for a minor clarification or correction shall be posted on
the NAESB website and the members of the applicable quadrant shall be notified of the request
by e-mail. If the request has been approved by the applicable quadrant’s EC, the notification
shall include a brief description of the request, the contact name and number of the requester
so that further information can be obtained, and the proposed effective date of the clarification
or correction. The proposed effective date of the minor clarification or correction shall normally
be one month from the date of the public notice.
Any interested party shall have an opportunity to comment on the request, and the comments
shall be posted on the NAESB website. The comment period is two weeks.

3. Final Disposition of Approved Requests
If no comments are received on an approved request, the standard shall be clarified or
corrected as specified in the approved request on the effective date proposed. If comments are
received, they shall be forwarded to the members of the applicable quadrant’s EC for
consideration. Each comment requires a public written response from the applicable
quadrant’s EC. The applicable quadrant’s EC shall determine whether changes are necessary
as a result of the comments.
Members of the applicable quadrant’s EC shall be given three working days to consider the
comments and determine the outcome, which shall be decided by a simple majority of the votes
received. A meeting to discuss the request is not required; the decision may be made by
notational vote. The standard shall be clarified or corrected in accordance with the outcome of
the vote, effective with the completion of voting, and notice thereof shall be posted on the
NAESB website.
