Industry members use TTB F 5170.7 to document the shipment of taxpaid (or tax deferred) Puerto Rican distilled spirits and other alcohol products to the United States. Puerto Rican and U.S. Treasury Department officials review the form to certify that the products are either taxpaid or tax deferred under appropriate bond. This serves as a method of protecting the revenue.
