The terms of
clearance for OMB Control Number 1076-0167 dated September 16, 2013
are incorporated by reference and the deadline is extended to
September 30, 2015. In addition, we request BIA add to the
Department of the Interior’s retrospective review plan under
Executive Order 13563 a notice, published in the Federal Register,
seeking comment on revising and reducing the burden of the
governing regulations for Tribal Energy Resource Agreements under
25 CFR 224. The notice must be submitted for review under Executive
Order 12866 as soon as practicable and no later than November 30,
2015. This information collection request is approved for one year
and may not be renewed without compliance with the specified
terms.

This information collection allows the
Department to implement law that authorizes the Secretary to enter
into Tribal Energy Resource Agreements (TERAs) with Indian Tribes.
See 25 U.S.C. 3504. TERAs promote tribal oversight and management
of energy and mineral resource development on tribal lands and
further the goal of Indian self-determination.
