Formative evaluation of Zika prevention strategies and messages among pregnant women and community
leaders in Puerto Rico

Two populations will be invited to participate in this study: (1) Pregnant women participating in the WIC
program and (2) community leaders nominated by health department and CDC staff working in Puerto
Rico.

3. Incentives: (State what incentive will be offered and justify proposed incentives to be used in study.)
Incentives will be provided to acknowledge expenses incurred for baby sitting and/or travel to WIC
facilities to participate in interviews or focus group discussions. Pregnant women participating in in-depth
interviews will be provided with $15, while those participating in focus group discussion will be provided
$20. Community leaders will be provided with an incentive of $30 for participating in in-depth
interviews and $40 for participating in a focus group discussion.

The purpose of this project is to get feedback from pregnant women and community leaders about
proposed vector control activities and personal protective behaviors being considered for Zika prevention
and control efforts in Puerto Rico. Since many of these activities/behaviors are new to Puerto Rico, there
is a need to communicate messages about these actions in a clear and culturally appropriate way, so people
can make informed decisions about action. Testing messages is essential for an effective response.

7. Describe nature of time sensitivity: (Please provide 2-3 sentences below.)
There are three main drivers necessitating a response by March 1st: (1) Puerto Rico health department and
CDC leaders want to make decisions about actions with the input (voices) of those most affected by Zica-pregnant women; (2) Rainy season is less than 8 weeks away, so implementation of vector control
activities must start within the next month to make a difference; and (3) Availability of bi-lingual CDC
staff to conduct interviews and moderate focus group discussions (March 4-11th).
