Sections 515 and 516 of the Surface
Mining Control and Reclamation Act of 1977 provide that permittees
conducting coal mining operations shall meet all applicable
performance standards of the Act. The information collected is used
by the regulatory authority in monitoring and inspecting surface
coal mining activities to ensure that they are conducted in
compliance with the requirements of the Act.

OSMRE is submitting this
information collection to OMB which will increase the burden by
149,231 hours through adjustments, and reduce burden hours by 2,630
through the identification of duplicative reporting as a program
change. This request will also see a reduction of $841,575 in
non-wage costs due to adjustments, and -$26,300 through the
elimination of duplicative reporting.
