Adjustments: Estimated dealer
numbers have decreased from 844 to 657. There are several possible
explanations/contributing factors: 1) there may have been a drop in
the number of businesses seeking federal permits out of the Greater
Atlantic Region. This is due to prohibition of permits due to past
history or fewer businesses wanting to deal with the reporting
requirements; 2) There could be a decrease in the overall number of
dealer submitting landings. Several dealers maintain permits but
don't submit landing data; 3) there were probably some estimation
errors in 2012 that showed an incorrect increase from 726 dealers
in 2010. Costs have been corrected; previously, an operating cost
per dealer was actually based on labor costs, in error.
