In 2003, the FCC issued a Report and
Order adopting service rules for the 71-76 GHz, 81-86 GHz, and
92-95 GHz bands which provided that sharing and coordination among
non-Federal Government links and between non-Federal Government and
Federal Government operations will occur according to the
registration and coordination standards and procedures and
requiring licensees to register links on databases managed by
third-party database managers(s) (DMs)selected by FCC. In a 2005
Memorandum Opinion and Order, the FCC revised its rules by adopting
an interference analysis requirement, thereby furthering the
Commission's goal of facilitating entry and development of this
industry by lowering the risk of interference and thereby ensuring
continued investment and additional assurance of no harmful
interference in these bands, thereby serving the public
interest.

There are no program changes to
this collection. We have adjusted the estimated number of
respondents to reflect the possibility of an additional database
manager. Additionally, the actual number of licensees and the
number of links that each licensee will register annually with DMs
over the next three years is unknown at this time. The adjustments
to the estimates represent our best, high estimates based on
current data concerning licenses and registrations in the 70/80/90
GHz band. Therefore, the increases to this collection are as
follows: 401 to the number of respondents, 2,897 to the annual
number of responses, 7,500 to the annual burden hours and $100,000
to the annual costs.
