In the Second Report and Order, PS
Docket Nos. 11-153 and 10-255, FCC 14-118, the Commission amended
its Part 20 rules to codify the obligation of Commercial Mobile
Radio Service providers and providers of interconnected text
messaging applications (collectively, covered text providers) to
route all 911 text messages to Public Safety Answering Points
(PSAPs). The required information collection will assist the
Commission in obtaining information from PSAPs that they are
technically ready to receive 911 text messages so that covered text
providers will have sufficient notice to implement text-to-911 as
required. The information collection also includes third party
notifications necessary to ensure that consumers, covered text
providers, and PSAPs are aware of the limitations, capabilities,
and status of text-to-911 service.
This collection of
information is vital to the swift implementation of text-to-911, a
service by which the public will be able to reach 911 emergency
services by sending text messages to Public Safety Answering Points
(PSAPs). The request for emergency processing is consistent with
Section 1320.13(a)(2)(iii) of OMB regulations, which states that
requests for emergency processing shall be accompanied by a written
determination that the agency cannot reasonably comply with the
normal clearance procedures because doing so “is reasonably likely
to prevent or disrupt the collection of information or is
reasonably likely to cause a statutory or court ordered deadline to
be missed (emphasis added).” We request a Federal Register comment
period of 30 days, and attach a timeline that includes the
publication of the Federal Register notice, the requested emergency
approval date, and all subsequent data collection activities. We
plan to request approval of the information collections by October
30, 2014.
