LISTING AGREEMENT FOR A SLAUGHTER ESTABLISHMENT
HANDLING LIVESTOCK OR LIVESTOCK CARCASSES (NON-POULTRY) IN
INTERSTATE COMMERCE PURSUANT TO

The Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), must be provided with a schedule of the slaughter establishment's days of operation,
along with the types of animals that will be handled at the establishment on the days of operation. The Area Veterinarian in Charge (AVIC) must be informed o f any changes
to the hours of normal operation within 1 week prior to the implementation of the changes. In emergency situations, such as large livestock losses due to weather, fire, or
failure of ventilation equipment, the AVIC will be notified of changed operating hours as soon as practicable.
APHIS will provide the operator of the slaughter establishment advance notice of when APHIS or its representatives will be taking blood and/or tissue samples at the
establishment. The notice may be in any form or by any means that the AVIC reasonably believes will reach the operator of the slaughter establishment prior to the start of
sample collection. The notice will include the anticipated date and time sampl e collection will begin. The notice will also include the anticipated ending date and time, except
that in cases of continuous sampling, the ending date may be stated as "continu ous sampling."
The slaughter establishment agrees to grant APHIS or its representatives access to the establishment during normal business hours to collect tissue samples an d to
evaluate whether the slaughter establishment and it operations are in complianc e with the applicable provisions of this agreement and Title 9, Code of Federal Regulations
(9 CFR) Section 71.21.
The slaughter establishment agrees to immediately notify the AVIC of his or her representative if the slaughter establishment discovers, suspects, or has reas on to believe
that any livestock or livestock carcass presented at the slaughter establishment is either affected by, exposed to, or shows signs of possibly being affected by or exposed to
any program, emerging, or foreign animal disease.
The slaughter establishment agrees to provide safe space, appropriate equipment , and access to the processing line within the slaughter establishment for bloo d and tissue
sample collection, and to allow and facilitate APHIS or its representatives to collect blood and tissue samples from all livestock or livestock carcasses at the facility. There
will be no cost to APHIS or its representatives for the blood and/or tissue materials. The slaughter establishment agrees that this collection station must c onsist of adequate,
unobstructed line space for each specimen collector to safely collect all sampl es needed.
The slaughter establishment agrees to provide adequate facilities and supplies, including soap and disinfectant for washing hands and sterilizing instruments. These
facilities must be located next to the collection station where practicable.
The slaughter establishment agrees to allow APHIS or its representatives to record the identification of animals and retain any external or internal identific ation devices.
The slaughter establishment agrees to provide adequate office and sample collec tion space, including necessary furnishings, light, and heat rent free for APHIS or its
representatives to use when collectiing samples for blood and tissue testing.
NOTE: Some facilities may not need to furnish all of the above prescribed establishment if adequate space exist in a nearby location, provided that they (1) are conveniently
located, are properly ventilated, and have lockers suitable for the protection and storage of supplies; (2) have sufficient light to be adequate for proper co nduct of sample
collection and processing; (3) include racks, receptacles, or other suitable de vices for retaining such parts as the head, glands, and viscera, and all parts and blood to be
collected, until after the postmortem examination is completed; (4) include imp ervious tables, benches, and other equipment on which sample collection and pro cessing are
to be performed of such design, material, and construction to enable sample col lection and processing in a safe, ready, efficient, and clean manner; (5) have adequate
arrangements for facilities to be cleaned and disinfected, including liquid soa p and cleansers for cleansing and disinfecting hands, dissection tools, floors, and other articles
and places that may be contaminated by diseased carcasses or otherwise; and (6) have adequate facilities, including denaturing materials, for the proper dispo sal of tissue,
blood, and other waste generated during test sample collection.
RECORDS
The slaughter establishment agrees to maintain for 2 years records such as weigh tickets, sales slips, and records of origin, identification, and destination that relate to
livestock or livestock carcasses that are in, or that have been in, the slaughter establishment. The slaughter establishment agrees to permit APHIS or its re presentatives to
review and copy those records during normal business hours.
IDENTIFICATION
The slaughter establishment agrees that all livestock or livestock carcasses will be officially identified in accordance with 9 CFR, parts 71, 75, 78, 79, and 85, at the time of,
or prior to, entry into the establishment.

CLEANING AND DISINFECTION
The slaughter establishment agrees to maintain live animal handling facilities, including all yards, docks, pens, alleys, chutes, scales, means of conveyance, and their
associated equipment, in a clean and sanitary condition. In addition, it is ag reed that the operator of the slaughter establishment is responsible for the cl eaning and
disinfection of the slaughter establishment in accordance with 9 CFR, parts 71, 75, 78, and 85, and for maintaining an adequate supply of disinfectant and ser viceable
equipment for cleaning and disinfection.

The slaughter establishment requests listed status for the classes of livestock or livestock carcasses indicated in this agreement. The slaughter establishme nt agrees to
allow APHIS or its representatives to take blood and tissue samples from all livestock or livestock carcasses at this slaughter establishment without cost to APHIS or its
representatives. The slaughter establishment specifically allows APHIS or its representatives adequate, safe access to the processing line for collection of blood and tissue
specimens and allows APHIS or its representatives to record and retain all forms of internal and external individual animal identification devices.
The slaughter establishment acknowledges that it has been informed and understa nds that failure to abide by the provisions of this agreement and the applicabl e provisions
of 9 CFR, parts 71, 75, 78, and 85, constitutes a basis for the revocation of this listing.
