Cost is submitted by the mortgagor to certify actual costs of
development in order to make an informed determination of mortgage
insurance acceptability and to prevent windfall profits. Its use
provides a base for evaluating housing programs, labor costs, and
physical improvements in connection with the construction of
multifamily housing

Based on an assessment of the
number of projects endorsed under various sections of the Act over
the last three years, HUD estimates there will be approximately
1950 respondents required to submit form HUD-92330 once the project
is completed. This large increase is a reflection of the economic
tides over the last years in which HUD played a major financial
source of funding in the housing industry.
