Section 710 of PL 95-87 provides for
the regulation of surface coal mining operations on Indian lands.
Applicants who propose to conduct surface coal mining and
reclamation operations on Indian lands must comply with the
permitting and approval requirements of 30 CFR 750 which
supplements the regulatory program by specifying additional
requirements unique to Indian lands and outside the scope of the
regulatory program.

This information collection
request will reduce the estimated burden on respondents by 282
hours as an adjustment. This collection request seeks approval of
an increase in non-wage costs of $19,000 due to the processing fees
paid by respondents. Although the fees have not changed, the size
of the mining operations have grown, increasing the processing time
and costs.
