This request is due to a Supplemental
notice of proposed rulemaking (SNPRM) entitled, "Electronic Logging
Devices and Hours of Service Supporting Documents," issued by
FMCSA. This SNPRM proposes amendments to the Federal Motor Carrier
Safety Regulations (FMCSRs) to establish: Minimum performance and
design standards for hours-of-service (HOS) electronic logging
devices (ELDs); requirements for the mandatory use of these devices
by drivers currently required to prepare HOS records of duty status
(RODS); requirements concerning HOS supporting document; and
measures to address concerns about harassment resulting from the
use of ELDs.

The program adjustment decrease
of 93,440,000 estimated annual burden hours [184,380,000 approved
annual burden hours - 90,940,000 proposed annual burden hours] is
due to two primary factors. First, the Agency has updated its
estimate of the population of CMV drivers subject to the
recordkeeping requirements of the HOS rules. Second, the Agency
incoporates an estimate of the paperwork burden of the HOS rules as
they would exist under FMCSA's SNPRM entitled, " Electronic Logging
Devices (ELDs) and Hours of Service Supporting Documents."
