OMB approved this collection on April 7, 2011, with the following terms of clearance.

“TERMS OF CLEARANCE: This collection is approved with the following terms of clearance: BLS is implementing the changes in this collection as planned in the President’s FY 2011 budget and described in the supporting statements. As noted by BLS, there is still ongoing work in the redesign of the NCS sample as well as continuing research to evaluate the quality of the new model-based estimates. BLS will keep OMB apprised of results of this work and update this collection request as necessary. In conformance with OMB and BLS Information Quality Guidelines as well as OMB Standards and Guidelines for Statistical Surveys, BLS is conducting evaluations of the quality of the model-based estimates and will be making these evaluations public.”

BLS is submitting this package in adherence with the terms of clearance. BLS submitted to OMB on November 2^nd a paper on the new sampling methodology which was also presented at ASA in August. Starting in FY 2013, the new NCS private industry sample will be on a three-year rotational cycle. For this reason, the figures given in the last clearance for FY 2013 have been revised. This clearance request is for FY 2013 to FY 2015 and covers the first of the NCS three-year rotational cycles. See Part B of this package for details of the new survey design.
