43 USC Chapter 2 § 31 codifies the act of Congress that established the Geological Survey (common name “the Organic Act”).

43 USC § 36c authorizes USGS to prosecute projects in cooperation with other agencies, Federal, State, or private.

43 USC § 36d authorizes USGS to enter into non-competitive cooperative agreements, in support of joint research and data collection activities with Federal, State, and academic partners, including those that provide for space in cooperator facilities.

43 USC 1457b authorizes the Secretary of the Interior to enter into non-competitive cooperative agreements with any not-for-profit organization.

Public Law 110-161, FY 2008 Consolidated Appropriations Act, authorizes the Climate Science Centers.
