The National Marine Fisheries Service
(NMFS) would establish regulations to protect historical processing
and community delivery patterns established in the Gulf of Alaska
(GOA) groundfish fisheries and would limit the use of motherships.
NMFS would require motherships to obtain a Community Quota Entity
(CQE) floating processor permit for motherships operating within
the maritime municipal boundaries of specific GOA communities. In
addition, NMFS would require VMS on all vessels receiving
deliveries of groundfish in the Western and Central GOA (e.g.
Federal reporting areas 610, 620, or 630) during a directed Pacific
cod fishing season. This action is intended to provide CQE
communities additional processing opportunities and possibly
economic benefits resulting from any increase in mothership
processing activity. This is a resubmission with the final
rule.
