The decrease in hourly burden
is due to revised estimates in the number of respondents. Every
year several hundred cooperatives cease to exist due to mergers,
consolidations, and going out of business resulting in an
adjustment decrease of 89 hours. Several forms were eliminated due
to falling numbers of cooperatives causing a program change
decrease of 10 responses and 5 burden hours. The net result is a
decrease of 94 hours.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
