EPA is proposing a regulation that
would require electronic reporting for current paper-based NPDES
reports. This action will save time and resources for permittees,
states, tribes, territories, and EPA while improving compliance and
providing better protection of the Nation's waters. The proposed
Clean Water Act regulation would require permittees and regulators
to use existing, available information technology to electronically
report information and data related to the NPDES permit program in
lieu of filing written reports.
EPA believes electronic
reporting is needed to improve data quality and availability while
reducing costs. Specifically, the proposed rule is expected to save
time and resources for regulated entities and states while
improving compliance and better protecting the Nation's waters.
However, this ICR accounts for several new activities necessary in
implementing electronic reporting that will create an additional
432,503 hours of burden annually during the first three years of
its implementation. It should be noted though, that this amount is
more than offset by burden reductions elsewhere that amount to
622,795 hours of savings, for a total net reduction in burden of
190,262 hours per year.
