General Information

The Historically Black Colleges and Universities (HBCU) Masters Degree Program’s annual performance report (APR) will collect performance report data from grantees on an annual basis to comply with the Government Performance and Results Act (GPRA) of 1993, Section 4 (1115), and the Education Department General Administrative Regulations (EDGAR), 34 CFR 75.253. EDGAR states that recipients of multi-year discretionary grants must submit an APR demonstrating that substantial progress has been made towards meeting the approved objectives of the project. Grantees will be required to report on their progress towards meeting the performance measures established for the HBCU Masters Degree Program. Further, the APR lends itself to the collection of quantifiable data needed to respond to the requirements of OMB’s Program Assessment Rating Tool process.

Instructions for Submitting the Annual Performance Report

The APR consists of a cover page and three sections. The cover page and all three sections must be e-mailed to HBCUmastersdegree@ed.gov in Microsoft Word (.DOC). Please fax a copy of the cover page, signed by both the project director and certifying official, to Frederick Winter at 202-502-7877. Section 1 – Executive Summary

The HBCU Masters Degree Program is funded under Title VII, Subpart 4, Section 723, of the Higher Education Act of 1965, as amended (HEA), and makes grant awards to eligible institutions making a substantial contribution to graduate education opportunities at the masters degree level in the following areas: mathematics; engineering; the physical or natural sciences; computer science; information technology; nursing; allied health; or other scientific disciplines in which African Americans are underrepresented.

1. Please provide a brief description of the current status of your project. Describe the extent to which you have implemented all program activities and components planned for this reporting period. Please highlight your major outcomes, successes, and challenges.

What are the performance measures of the HBCU Masters Degree Program?

The primary goal for the HBCU Masters Degree Programs is to improve graduate educational opportunities for African-Americans and low-income students. The following performance and efficiency measures will provide the Department of Education with the ability to assess your academic program’s capacity to contribute to fulfilling the stated goal of this program.

Core Performance Measures

Enrollment

The percent change, over the period between the fall of the year the grant was issued and the fall after the end of the grant period, in the number of African American and/or low-income graduate students enrolled in the academic program(s) supported by the project.

Degrees Awarded

The percent change, over the fall semester before the grant, in the number of African American and/or low-income students graduating in the academic program(s) supported by the project.

Time to Degree

Median time to completion of a master’s degree for African Americans and/or low-income graduate students, in the academic program(s) supported by the project during the period of the grant award.

Efficiency Measure

Cost per successful outcome: Federal cost per master’s degree earned by African American and/or low-income students, in the academic program(s) supported by the project during the period of the grant award.
