Form BQ-2 is required by law and is
designed to collect timely information on international portfolio
capital movements, in particular liabilities and claims of U.S.
resident financial institutions, and of their domestic customers'
liabilities and claims, with foreign residents, that are
denominated in foreign currencies. This information is necessary in
the computation of the U.S. balance of payments accounts and the
U.S. international investment position, and in the formulation of
U.S. international financial and monetary policies.

The total overall increase is
the result of an increase of 1,543 hours due to program changes and
a decrease of 44 hours due to a decrease in the number of
respondents. The program changes were needed to meet new
international financial reporting standards. The new standards were
met by (a) movement of a number of respondents from the TIC C-forms
to the TIC B-forms, and (b) the addition of four new rows in the
"of which" items at the end of the form: new row "Denominated in
Swiss Francs," new row "Unpaid Insurance Claims and Prepaid
Insurance Premiums," new row "Claims on/Liabilities to
Foreign-Resident Banks," and new row "Claims on/Liabilities to
Foreign-Resident Non-Bank Financial Institutions."
