Form BL-2 is required by law and is designed to collect timely information on international portfolio capital movements, in particular U.S. dollar liabilities of customers of U.S. resident financial institutions to foreign residents. The information is necessary in the computation of the U.S. balance of payments accounts and the U.S. international investment position, and in the formulation of U.S. international financial and monetary policies.

The total overall decrease is the result of an increase of 2,192 hours due to program changes and a decrease of 1,656 hours due to a decrease in the number of respondents. The program changes were needed to meet new international financial reporting standards. The new standards were met by the addition of a new row and substantial revisions of four previous rows in the "of which" items at the end of the form: new row "Liabilities of U.S.-Resident Non-Bank Financial Institutions (NBFIs)," revised row "Total U.S.-Resident Bank Debt; Loans to Banks," revised row "Total U.S.-Resident Bank Debt; Short-Term Negotiable Securities Issued by Banks," revised row "Short-term Negotiable Securities issued by NBFIs," and revised row "Loans to NBFIs."
