Persons importing, exporting, and
conducting international transactions with List I and List II
chemicals must notify DEA of those transactions in advance of their
occurrence, including information regarding the person(s) to whom
the chemical will be transferred and the quantity to be
transferred. Persons must also provide return declarations,
confirming the date of the importation and transfer, and the
amounts of the chemical transferred. For the List I chemicals
ephedrine, pseudoephedrine, and phenylpropanolamine, importers must
report all information known to them on the chain of distribution
of the chemical from the manufacturer to the importer. This
information is used to prevent shipments not intended for
legitimate purposes.
