If you domestically manufacture and ship softwood lumber from more than one region within the United States (or import if importer ballot), you may only cast a ballot in the region in which you manufacture (or import) the majority of your softwood lumber.
If you are both a domestic manufacturer and importer of softwood lumber, and the majority of your volume is domestically manufactured within the United States, you may only cast a ballot as a domestic manufacturer. If the majority of your volume is imported to the United States, you may only cast a ballot as an importer.
