OMB is approving NEA’s ArtBeat pilot survey, which does not include approval for the full survey in subsequent years. Approval of the full survey is contingent upon the results of the pilot survey. If the pilot survey’s results do not warrant substantial changes, the agency may request a non-substantive change for the full survey. However, if substantive changes are made to the full survey, NEA will be required to publish both a full 60 and 30 day public notice and comment per the Paperwork Reduction Act.

The ArtBeat survey, a survey of audiences at NEA-funded arts events nationwide, will enable the Agency to gauge the quality, depth, and nature of audience responses to NEA-funded artworks. The intent of the survey is to ascertain the proportion of audience members at NEA-funded events who report being intrinsically affected and who report developing appreciation for people of backgrounds and cultures different from their own. The survey will be open to all audience members attending an NEA-sponsored event. The survey will ask respondents to report the three most memorable emotions associated with the event, whether they were captivated by the event, whether they lost track of time, and if they developed appreciation for people different from themselves during the event. To help describe the audience members, the survey also will ask about respondents' experience with different art forms, about the type of ticket they held for the event, and how frequently they attend art events. Finally, the survey will ask respondents for their gender, level of education, ethnicity, race, and age.
